2027: Youth Participation Emerges as a Key Democratic Issue

Nigeria’s young people are becoming an increasingly important part of the country’s electoral conversation ahead of the 2027 General Elections, with new data showing a substantial increase in youth voter registration.

The Independent National Electoral Commission (INEC) disclosed that 9,324,349 young Nigerians were newly registered during the 2026 Continuous Voter Registration exercise. INEC said the figure underscores the growing importance of young Nigerians in the electoral process and is strengthening its Youth Ambassadors Initiative to improve voter awareness, peaceful participation and responsible citizenship.

The development comes as the electoral commission continues its preparations for the 2027 elections. INEC has identified voter apathy, declining public trust and misinformation/disinformation among the issues requiring attention, while its nationwide readiness exercise is examining logistics, technology, security, training and voter education.

A separate youth trends report presented in Lagos this week also highlighted changing expectations among young Nigerians around employment, technology, digital rights, the creative economy and institutional accountability. The report argued that young people are increasingly evaluating institutions through demonstrated performance and accountability rather than promises alone.

The Leadership Question

The growing youth electorate raises an important governance issue for political parties and public institutions: how will the political system respond to the priorities and expectations of a younger generation?

Beyond election-day participation, meaningful youth engagement involves voter education, peaceful civic participation, access to reliable information and opportunities for young people to contribute to public policy and institutional development.

For IGGPS, the 2027 election cycle provides an opportunity for sustained discussion about ethical leadership, responsible citizenship, institutional trust and the role of young Nigerians in strengthening democratic governance.
